Adult Learning Australia (ALA) is the national peak organisation in the field of adult and community education (ACE) in Australia. ALA promotes the development of a productive culture and a high quality of working life through effective vocational and professional continuing education. The 1999 Annual Report contains sections on membership services, reports on the ALA newsletter and journal, organisation building, policy development - representation and advocacy, international connections, research and development and a financial report.

The Council on Overseas Professional Qualifications (COPQ) was established in June 1984, to develop and improve procedures for assessing overseas professional, para-professional, technical and general academic qualifications. The two major functions of the COPQ were to: (1) make information available to prospective immigrants on the assessment of their professional qualifications in Australian terms; and (2) facilitate the process whereby Australian residents who are holders of overseas professional qualifications obtain assessment of their qualifications in Australia. Delivering skills for the people of [New South Wales] NSW continued to be of the highest priority for the Board of Vocational Education and Training during 2007-2008. NSW continues to experience changes in economic conditions and shifts in the broader policy environment. For the Board of Vocational Education and Training, this has reinforced the need for a broad strategic approach to skills, training and economic growth. Highlights of the past year include:

The Board and the NSW Department of Education and Training collaborated during the year on the very important task of developing the NSW Strategic Plan for Vocational Education and Training for the next three years, 2008 to 2010. It is a singular achievement, bringing together State and Commonwealth funding accountabilities that link directly with the State’s regional and economic development priorities.

The NSW State Plan has provided the impetus for significant gains in our level of training effort, with continued increases in the number of apprentices and trainees in training. During 2007, 549,000 students were studying in publicly funded vocational education and training courses in NSW. The Board advises the NSW Minister for Education and Training on strategic policy and resource allocation to maximise the effectiveness of the State’s training effort, and coordinates performance reporting data.

During the year the Board undertook a strategic analysis of User Choice arrangements for funding apprenticeship and traineeship training in NSW. The analysis found that User Choice had contributed to growth in apprenticeships and traineeships and recommended changes that will increase the number of apprenticeships available under User Choice and prioritise traineeship funding.

Young people have continued to be an important focus for the work of the Board during the year. NSW is a leader in encouraging early entry into training for school students and school leavers and providing meaningful integrated pathways from school into training and work. A significant initiative has been the expansion of the take-up of apprenticeships and traineeships including the commencement of school-based apprenticeships in 2007.

By June 2008, there were 397 school-based apprentices in training in NSW. There are now opportunities for school students to commence vocational training at an earlier point in their schooling, in Years 9 and 10. In 2008, over 80 schools are offering vocational education and training courses to students in Years 9 and 10.

The second round of trade schools opened in 2008 at Campbelltown TAFE, St George TAFE, Queanbeyan High School, Tamworth TAFE, Wyong TAFE and Nambucca Heads High School. They bring together NSW government schools and TAFE NSW with employers to provide cutting edge training in industry areas where there is demand for skilled workers.

The Training our Workforce initiative announced by the NSW Government in 2007 for mature workers has continued to deliver skills recognition and further training in targeted skills shortage areas.

The mission of the National Centre for Vocational Education Research (NCVER) is to be Australia's leading provider of quality, independent information on vocational education and training (VET) to governments, the sector, industry, and the community. Its vision is that policy and practice in VET are informed by a sound base of high quality research and analytical evidence. Key highlights for the year include: renewal of the statistical services contract for 2004-05 with the Australian National Training Authority (ANTA); reporting for the first time on school-based apprentices and trainees, apprentices and trainees who were existing workers, and 'traditional apprentices'; providing input into a number of important national reviews; and working with the National Education and Training Statistics Unit within the Australian Bureau of Statistics to review the adequacy of statistical collections in the VET sector. The South Metropolitan TAFE annual report comprises: an overview of the agency including organisational structure, governing council, and student population; agency performance; significant issues including the Western Australian economic outlook, student management system and jobs and skills centres; and disclosures and legal compliance, including financial position.

In May 2016, the WA State Government reformed TAFE in WA, merging Challenger Institute of Technology and Polytechnic West Institute into South Metropolitan TAFE (SM TAFE), with major campuses in Bentley, Carlisle, Fremantle, Murdoch, Rockingham, Thornlie and Mandurah. South Metropolitan TAFE offers more than 500 qualifications, from foundation courses and apprenticeships to associate degrees, with over 37,000 students across its campuses.

This report highlights the achievements of Cedefop's activities, as outlined in its 2003 work program [available in VOCEDplus at TD/TNC 73.109]. These activities are grouped into five broad areas: Developing research; Reporting and facilitating a concerted approach; Exchange and supporting partners; Information, communication and dissemination; and Administration, facilities and resources. Major achievements include: the successful completion of the test-implementation phase of the European Research Overview (ERO) database, resulting in an online web-based template being available for input of data by ReferNet members in all countries; the establishment of 18 virtual communities (VCs) to support, among others, the technical, working and expert groups involved in follow-up to the Copenhagen and Concrete Objectives processes; an initial version of the knowledge management system (KMS) on the 11 KMS themes in the European Training Village (ETV) becoming operational; and substantial progress being made on the credit transfer system for vocational education and training (VET).
